I have consulted the United States chargé d'affaires, who knows of his Government's suggestion, but has received no instructions. He agrees with me that circumstances do not at present call for concentration, which could probably be only effected at Shanghai, as Hankow is not available. Great difficulties attended a similar step at Chung-king when Szechuan troubles broke out. Movement has no anti-foreign character, and the risk to foreigners remaining where they are seems to me scarcely such as justify expense and inconvenience of moving them in large numbers to Shanghai. Moreover, the Chinese Government would be probably averse from accepting responsibility of protecting missionary property unless owners were forced to abandon it by stress of circumstances.
